Summary

① Program overview Tokyo supports SMEs that hire participants in designated youth employment programs as regular employees and implement structured retention measures. During a three-month support period, the employer prepares a three-year development plan, appoints a tutor, provides guidance at least three times on three days, and conducts plan-based training. ② Eligible applicants and workers The applicant is an SME employer with an employment-insurance-covered establishment under the Tokyo Labour Bureau. The referred worker must be hired regularly or converted within six months, employed regularly on or after April 1, 2024, age 34 or younger at hiring, unrelated within the third degree to the employer or a director, and continuously employed at a Tokyo workplace through the support period. Tax, labour-law, dismissal, excluded-business and anti-social-force rules also apply. ③ Supported activities This is a fixed grant, not expense reimbursement. The basic activities are the development plan, tutor/OJT guidance and Off-JT training. Optional additions cover a new retirement scheme or Chutaikyo enrollment, new paid marriage/childcare leave or lump-sum schemes, new paid caregiving leave, and an hourly wage increase of at least JPY 60. ④ Amounts and schedule The base is JPY 200,000 per worker, up to three. Retirement, marriage/childcare and caregiving additions are JPY 100,000 each; the wage addition is JPY 120,000 per worker up to three. The combined maximum is JPY 1,260,000. Six application rounds run from May 1 to October 31, 2026, electronically or by post, followed by the designated support and performance reporting.
