Summary

This subsidy is established by Yamaguchi Prefecture to promote a proper industrial waste treatment system trusted by residents, coexisting with the local community, and to foster sustainable development of the resource-recycling industry. It supports recognized excellent industrial waste operators (yuryo sanpai shorigyosha), as well as collection/transportation and disposal operators, in securing and developing human resources, improving working environments and other initiatives. The guideline takes effect on April 1, 2026 (Reiwa 8), replacing the previous Yamaguchi Excellent Industrial Waste Operator Development subsidy program. Eligible recipients are operators with offices in Yamaguchi Prefecture: excellent industrial waste operators, industrial waste collection/transport operators, and industrial waste disposal operators. Common eligibility requires (i) no specific adverse disposition under the Waste Management Act in the past five years (or since the new permit date if obtained within five years), and (ii) no delinquent prefectural tax at the time of application. The subsidy rate depends on whether the operator holds the excellent certification. Five eligible projects are supported: (1) Career Formation (license/training fees for women, youth, persons with disabilities, mid-career hires), (2) Workplace Facility Improvement (construction work and equipment over 100,000 JPY), (3) Workplace Equipment Improvement (work clothes, helmets, safety shoes; excluding rental/lease), (4) Recruitment Support (TV/radio CM, job magazines, recruitment websites/videos, flyers, job fairs), and (5) E-Manifest Adoption Promotion (basic fees and introduction costs). The subsidy rate is 1/2 for excellent operators and 1/4 for other operators. Per-project caps vary: career formation 150,000 JPY, facility 1,000,000 JPY, equipment 100,000 JPY, recruitment (CM 300,000 / magazine 100,000 / HP 100,000 / flyer 50,000 / job fair 50,000 per session up to 200,000 total), e-manifest 500,000 JPY. Projects must complete by end of February of the fiscal year; the completion report must be submitted within 30 days of completion or by March 10, whichever is earlier. Already-started projects and projects eligible for the MHLW Jinzai Kaihatsu Shien Joseikin are excluded.
