Summary

(1) Overview: Unzen City (Nagasaki Prefecture) operates the Foreign Worker Employment & Living Environment Improvement Subsidy to support employers within the city that directly hire foreign workers. The goal is to reduce the burden of preparing work and living environments for foreign personnel while encouraging community-exchange activities, so that foreign workers settle into their workplaces and integrate into the local community. (2) Eligible recipients: businesses inside Unzen City that directly employ foreign workers (commerce/industry, agriculture/forestry/fisheries, social-welfare juridical persons, etc.). Eligible foreign workers are limited to those holding the following statuses of residence: Technical Intern Trainee, Specified Skilled Worker, Engineer/Specialist in Humanities/International Services, foreign care worker, or Designated Activities. Only newly hired foreign workers contracted on or after 13 April 2026 are counted; status-of-residence renewals or changes do not qualify as new hires. Operators that received this subsidy in FY2025 are excluded. (3) Eligible expenses and benefit content: two project types. (1) Work/Living Environment Improvement Project — commission fees (e.g. drafting foreign-language work rules), construction costs (new build or refurbishment of housing for foreign workers), equipment purchase costs (household appliances, bicycles, etc.). Land purchase cost is excluded. (2) International Exchange Promotion Project — supplies (consumables, materials, printing), communications/transport, rental/usage fees (venues, equipment). (4) Subsidy rate, ceiling, schedule and application points: rate is 1/2 of eligible expenses. Annual cap is JPY 300,000 covering both (1) and (2); if applying only for (2), the cap drops to JPY 200,000. Application requires Form No. 1 (交付申請書) plus a sworn statement & consent form. The results report (Form No. 6) is due by Friday 19 February 2027, or 30 days after project completion — whichever comes first. The plan must include a community-exchange target, and the results report must describe how the Nagasaki-Prefecture-recommended employer videos were used.
