Uenohara City Price-Hike Response: Productivity Improvement and Wage-Raise Environment Development Support Subsidy
Summary
This subsidy was established by Uenohara City (Notification No. 6, January 16, 2026) to support small and medium-sized enterprises (SMEs) within the city that are affected by rising prices, by promoting capital investment for labor productivity improvement and wage-raise environment development. It is granted within the budget to local businesses that have obtained certification of a Cutting-edge Equipment Introduction Plan under the SME Management Enhancement Act and have made capital investments eligible for the fixed asset tax special measure. Eligible recipients are SMEs with offices or business establishments within Uenohara City that fall under Article 2, Paragraph 1 of the SME Management Enhancement Act. They must have obtained certification of the Cutting-edge Equipment Introduction Plan between April 1, 2025 and December 28, 2026, must be subject to the fixed asset tax special measure under Local Tax Act Supplementary Provisions Article 15, Paragraph 43, must have no municipal tax delinquency (or be in active payment consultation), and must have no involvement with organized crime groups as defined by the city ordinance. Eligible expenses cover the introduction cost of cutting-edge equipment defined in Article 7 of the SME Management Enhancement Act Enforcement Regulations. The subsidy amount varies according to the wage-increase rate that the recipient pledges in their certified plan. Amounts are rounded down to the nearest thousand yen, and the subsidy is paid only once per recipient. The subsidy rate is one-quarter of the equipment introduction amount for a pledged wage increase of 1.5% or more, and one-half for a pledged increase of 3% or more, both capped at 2,000,000 yen. The business period runs from April to December 2026, and the application deadline is January 31, 2027. Applicants submit Form No. 1 (Application/Invoice form) together with a copy of the certified plan, evidence of the equipment introduction amount (receipts), and bank account verification documents, to the Mayor of Uenohara.
