Ube City Care Worker Recruitment Fee Subsidy (Up to JPY 1,000,000)
Summary
1) Overview: The Ube City Care Worker Recruitment Fee Subsidy reimburses care service operators in Ube City for recruitment agency fees paid when hiring care staff, as well as expenses incurred when hiring foreign care workers (EPA candidates, Technical Intern Trainees, Specified Skilled Worker (i)). It uses the national "Regional Revitalization Emergency Grant for High Price Response" funding to stabilise the local care workforce. 2) Eligible Applicants: Legal entities operating eligible care facilities within Ube City. Required conditions: (a) operating one of the designated care facilities (Long-term Care Insurance Act home-visit / community-based / facility-based / preventive services; Elderly Welfare Act low-cost / paid / nursing homes; service-eligible housing for the elderly; silver housing), (b) no unpaid Ube City tax, (c) not under suspension of designation by the designating authority, (d) the operator and officers are not members of organized crime groups. 3) Eligible Expenses & Subsidy Content: Recruitment-agency commissions paid to licensed paid-placement businesses, and qualifying expenses for foreign care personnel (recruitment fees, placement fees, training fees, immigration-related costs, etc.) paid to supervising organisations, JICWELS, Japanese-language schools, or registered support organisations. Worker must be directly employed (regular or non-regular) on or after the effective date (23 December 2025) and have worked continuously in Ube City for at least 3 months. Consumption tax, post-hire support costs, and expenses already subsidised by national / other public bodies are excluded. 4) Subsidy Rate / Cap / Schedule / Application Points: Subsidy rate 10/10, capped at JPY 1,000,000 per worker, maximum 3 workers per applicant per fiscal year (amounts under JPY 1,000 truncated). Application window: 5 January 2026 to 28 December 2026. Process: (i) submit grant application (Form 1) with contract copies, expense receipts/estimates, employment-status certificate (Form 2), employment contract, tax-non-arrears certificate; (ii) city review & preliminary notice; (iii) after 3 months, submit Continued Employment Certificate (Form 5); (iv) grant decision; (v) invoice (Form 9); (vi) payment.
