Summary

1) Overview: The Tomakomai City Zero-Carbon Promotion Project Subsidy supports CO2-reduction efforts by city-based SMEs through partial reimbursement of expenses for installing energy-saving equipment or renewable-energy equipment (self-consumption solar PV and storage batteries). It leverages the Ministry of the Environment's Regional Decarbonization Transition / Renewable Energy Promotion Grant (Priority Measures Acceleration Project) and aims at Tomakomai's Zero-Carbon City realization. 2) Eligible applicants: SMEs with an office or business establishment within Tomakomai City, satisfying the Small and Medium Enterprise Basic Act size thresholds (by industry). No municipal-tax arrears, no adult-entertainment business, no organized-crime affiliation. Social-welfare and medical corporations follow the manufacturing-and-other size criteria. Entities funded by national/local government are excluded. One application per applicant per fiscal year. 3) Eligible expenses & scope: Construction, equipment, survey/design and administrative costs limited to Tomakomai-based facilities. Energy-saving equipment (lighting, HVAC, water heaters, commercial refrigerators, boilers, etc.) requires a recognized energy-audit and a 20%+ CO2 reduction (30%+ for lighting only), with eligible costs of at least 300,000 yen (excl. tax). Renewable equipment covers self-consumption solar PV under 50 kW (no FIT/FIP, 50%+ self-consumption) and ancillary storage batteries. Two or more quotations are required, with at least one from a Tomakomai vendor. 4) Rates, caps, schedule, application points: Subsidy rate is one-half. Energy-saving cap is 1,000,000 yen/company for full-facility audits including non-lighting equipment. Solar PV = 75,000 yen × max kW (up to ~3.75 million yen for <50 kW). Batteries are reimbursed at one-half of 141,000 yen/kWh (residential) or 160,000 yen/kWh (business). Application window: energy-saving 1 Apr 2026 to 26 Feb 2027; renewables 1 May 2026 to 26 Feb 2027. Project completion and payment must finish by 26 Feb 2027; grant disbursement by 31 Mar 2027. First-come, first-served until budget is exhausted. In-person submission only; email and proxy applications are not accepted.
