Tokyo Metropolitan New Nurse Training Program Subsidy (FY2025)
Summary
(1) Overview: Tokyo's FY2025 New Nurse Training Subsidy, run by the Medical Personnel Division of the Tokyo Bureau of Public Health, helps hospitals cover training costs for newly licensed nurses, public health nurses (PHN), and midwives so they acquire basic clinical skills. The legal basis is the 2010 Tokyo Subsidy Grant Guideline (amended 2014), aiming to strengthen training systems and curb early turnover. (2) Eligibility: Tokyo hospitals/equivalent facilities hiring new nurses (Nursing Personnel Act Art. 2(2)). National hospitals and the National Center for Global Health and Medicine are excluded. "New nurse" covers PHNs, midwives, RNs and LPNs in their first year post-licensure. (3) Eligible Expenses: Two programs. (a) Training (per MHLW guideline): trainer/educator honoraria, personnel, allowances, rewards, travel, consumables, printing, meetings, books, rental, equipment, substitute-staff wages. (b) Acceptance Training: same costs when a host opens training to outside new nurses via public recruitment over multiple months. (4) Rate/Caps/Schedule: Rate 1/2. (a) base: 440,000 yen (1 nurse) up to 922,000 yen (2+ with PHN/midwife); educator expenses add 215,000 yen per 5 trainees (cap 70).
