Tokushima Prefecture GX Promotion Subsidy for SMEs
Summary
This subsidy by Tokushima Prefecture supports small and medium-sized enterprises (SMEs) located in Tokushima that introduce decarbonized power generation equipment (clean-energy generation including next-generation perovskite solar cells) and/or storage batteries at their plants or business sites, aiming to mitigate the impact of rising raw material and energy prices and to strengthen competitiveness through renewable energy and clean-energy technology. It is operated under the Tokushima Prefecture Subsidy Regulation (No. 53 of 1983) and the GX Promotion Subsidy Grant Outline for SMEs. Eligible applicants are SMEs as defined by Article 2(1) of the Small and Medium-sized Enterprise Basic Act, excluding deemed-large enterprises (where a single large enterprise owns 1/2 or more of shares; large enterprises collectively own 2/3 or more; or large-enterprise officers/employees occupy 1/2 or more of board seats) and third-sector entities (in which a local government holds 1/4 or more of capital). Organized crime members and adult-entertainment businesses regulated under Article 2 of the Act on Control and Improvement of Amusement Businesses are excluded. Where next-generation solar cells are introduced and fixed-asset investment reaches 10 million yen or more, eligibility expands to companies and individual proprietors (excluding third-sector entities). Eligible projects are the new installation in Tokushima of decarbonized generation equipment and/or storage batteries with eligible fixed-asset cost of at least 5 million yen. The generated electricity must be self-consumed (excluding surplus), no FIT/FIP certification under Article 9(4) of the Renewable Energy Special Measures Act may be obtained, and storage batteries must be connected to the new or existing decarbonized generation equipment. The subsidy rate is one-half of eligible expenses (excluding consumption tax, rounded down per 1,000 yen) up to 20 million yen; up to 40 million yen if next-generation solar cells are introduced with fixed-asset investment of 10 million yen or more. Grants are decided on a first-come-first-served basis. Applications (Form 1) plus business plan (Form 2), articles of incorporation, registry extract, the latest two fiscal years' financial statements, blue-form tax return acceptance copy, and prefectural-tax no-arrears certificate must be filed at least 14 days before work commences. Completion reports are due within 30 days of completion or by January 29, 2027, whichever is earlier.
