Tochigi Infrastructure DX First Step Subsidy
Summary
This subsidy is operated by Tochigi Prefecture's Public Works Department (Technical Management Division) to support construction-sector productivity through DX adoption. It funds the introduction of ICT construction machinery, 3D surveying equipment, 3D software (point-cloud processing, design/construction data creation, etc.), and training participation for ICT-utilized construction, 3D point-cloud surveying and CIM. The program is funded by the national Priority Support Local Allocation Grant for FY2026. Eligible applicants are construction-related businesses (construction companies, surveyors, construction consultants, geological survey firms) headquartered in Tochigi Prefecture that hold the Tochigi Construction Bidding Qualification. Applicants must not be a designated organised-crime party, must not fall under Local Autonomy Act Enforcement Order Article 167-4, and must not be in civil rehabilitation, corporate reorganisation, or bankruptcy proceedings. Sole proprietors and newly established companies that hold the bidding qualification are eligible. Eligible expenses cover the purchase and initial setup of ICT construction machines (including retrofitted ICT kits for existing machines), 3D surveying equipment (UAVs, 3D laser scanners, auto-tracking total stations, GNSS receivers), and 3D software. Cloud/subscription software is eligible up to one year. Training fees for ICT, 3D point-cloud or CIM courses are also covered. Leases/rentals, consumption tax, maintenance fees, transport costs, and general-purpose PCs purchased alone are excluded. The subsidy rate is up to 1/2 of eligible expenses, capped at JPY 5,000,000 per business. The application window is 18 May 2026 to 30 June 2026, accepted only via the Tochigi e-Application System. Results must be reported within 30 days of completion or by 31 January, whichever is earlier. When applications exceed the budget, priority is given to applicants with less ICT-work experience to broaden the user base. As purchases must in principle be placed after the grant decision, careful scheduling between application and delivery is required.
