Summary

①Overview: The Tamba City Enterprise Location Incentive Subsidy is a municipal scheme of Tamba City (Hyogo Prefecture) that subsidizes the initial investment costs—land, buildings and equipment—of manufacturers or operators of Hyogo Governor-approved regional economy-driving projects when they newly establish a factory or facility within Tamba City. The current scheme was reformed effective 1 April R6 (2024). ②Eligible parties: Companies headquartered in Japan that do not yet operate a factory in Tamba City and are newly establishing one. The factory must belong to the manufacturing sector under the Japan Standard Industrial Classification, or implement a regional economy-driving project approved by the Hyogo Governor. At application, the factory must employ at least 3 regular full-time employees who have worked there for 6 months or more, and the applicant must have no delinquent municipal taxes. ③Eligible costs / contents: Land subsidy covers land acquisition (start operations within 2 years; acquisition ≥1,000 m² or lease ≥500 m²) and land rent (excluding deposits). Building subsidy covers construction/acquisition costs of buildings with built-floor area ≥200 m², building rent, and facility renovation (in principle ordered to Tamba-city contractors). Equipment subsidy covers acquisition of machinery and equipment necessary for the business. ④Rate / ceiling / schedule / application points: Land or building acquisition 20% (cap ¥5 million each); land or building rent 50%/year (cap ¥2 million/year each); facility renovation 50% (cap ¥1 million); machinery 50% (cap ¥3 million, one-time at operation start). Submit the designation application ≥30 days before operations begin, the operation-start notice within 30 days after, and the subsidy application within 1 year of operation start. A 5-year continuous-operation obligation applies.
