Excluded are: 'deemed-large enterprises' (those where large enterprises hold 1/2 or more of shares or board seats); organized crime affiliates; businesses under the Adult Entertainment Business Law (except inn-licensed operators); businesses sanctioned for labor law violations within the past year; religious corporations; unincorporated voluntary groups; businesses under suspension measures; and businesses that have already received this subsidy in the current fiscal year. The subsidy covers projects where the eligible business has its managers or employees attend training conducted by Shikoku Polytechnic College (Skill Development Seminars) and Polytechnic Center Kagawa (Skill Development Seminar Open Course, Productivity Improvement Support Training, Custom Course). Eligible training period: April 7, 2026 to February 26, 2027. The eligible expense is the registration fee (excluding consumption tax). Subsidy rates and caps: (1) For Shikoku Polytechnic College Skill Development Seminars and Polytechnic Center Kagawa Skill Development Open Course / Productivity Improvement Support Training — subsidy rate 10/10 (100%), max 30,000 yen. (2) For Polytechnic Center Kagawa Custom Course — subsidy rate 1/2, max 50,000 yen. The Custom Course can only be applied for alone (no combination with other training). Contract/invoice/receipt names must match the applicant. Excluded costs: consumption tax, bank transfer fees, convenience store fees, public dues, virtual currency/points payments, cancellation fees, and cash payments exceeding 100,000 yen per transaction. The application period is May 18, 2026 (Mon) to December 25, 2026 (Fri) — applications stop once budget is exhausted; one application per business per fiscal year. Applications are submitted via Takamatsu City's online application form. Required documents: Application Form Excel (Grant Application Form 1, Business Plan Form 2, Income/Expenditure Budget Form 3) and other documents deemed necessary by the mayor. Performance reports must be filed within 30 days of project completion or by February 26, 2027 (whichever is earlier), via mail to Takamatsu City Industrial Promotion Division.
