(1) Overview: National subsidy for pollution/hazard prevention at closed mines (coal & lignite excluded). Funds works by local governments where the responsible party is insolvent, and mine-water treatment at mines with lapsed rights. Hokkaido window: Hokkaido Industrial Safety & Inspection Dept. (2) Eligible parties: Hokkaido prefectural/municipal governments and qualifying mine-water operators meeting Art. 26. Organized-crime-excluded parties barred. (3) Eligible expenses: main+ancillary works, survey/testing, land/compensation, misc (x 20/1000), admin (x 50/1000). Works: tailings removal, retaining dams, drainage, surface protection, adit sealing, mine-water treatment, hazardous-material containment, open-pit backfill. (4) Rate/cap/schedule: up to 3/4 (0.75); min JPY 1,000,000. Deadlines: Jul 31 (pollution+mine-water); Aug 31 (hazard). Submit Form 1+2+3.
