Summary

(1) Overview: This subsidy from METI's Kanto-Tohoku Industrial Safety Supervision Dept. (Kanto Branch) covers costs incurred by local governments and mine-drainage operators to prevent mining damage and hazards at abandoned or closed mines (excluding coal/lignite) where the obligated party is insolvent or non-existent. (2) Eligible applicants: local governments hosting the target mine, plus mine-drainage operators (鉱業権消滅 or non-resumable mines), designated mine-pollution prevention entities, and JOGMEC-class successor bodies. Anti-organized-crime pledge required. (3) Eligible expenses: (A) pollution-prevention works (waste rock/slag excavation and transport, retaining dykes, drainage channels, slope/surface protection, shaft sealing, drainage water collection-conveyance-treatment facilities, water-supply replacement, hazardous-substance containment, open-pit backfilling), (B) mine-drainage water treatment (incl. sediment handling), (C) post-completion facility maintenance, (D) hazard-prevention works (shaft closure, wall reshaping, anti-collapse facilities). Direct works, ancillary works, survey/testing, land/compensation, miscellaneous and administrative cost lines. (4) Rate/cap/schedule: rate up to 3/4 of eligible expenses, minimum grant in principle 1,000,000 JPY, no fixed upper cap (within budget). Filing deadline: 31 July of the fiscal year for pollution-prevention and drainage works; 31 August for hazard-prevention works. Standard processing 30 days. Electronic application accepted. Reporting due within 30 days of completion or 10 April of the following fiscal year, whichever is earlier.
