Summary

①Overview: This subsidy program, administered by the Chubu-Kinki Regional Industrial Safety Supervision Office (Chubu Office) of METI, partially funds (a) abandoned/closed-mine pollution-prevention and hazard-prevention works carried out by local governments, and (b) mine-water treatment operations carried out by mine-water treatment operators. The Chubu Office covers Gifu, Aichi, Mie, Ishikawa and Toyama prefectures. The FY2025 supplementary budget extends the long-standing scheme. ②Eligible parties: (A) Local governments executing works at 'target abandoned mines' where the original mining-rights holder is insolvent or no longer exists; (B) mine-water treatment operators at mines whose mining rights have lapsed or whose extraction has ceased with no foreseeable resumption, including JOGMEC and designated mine-pollution prevention organisations. Parties listed in the anti-organised-crime declaration are excluded. ③Eligible expenses & content: Eligible works include removal/transport of waste rock and tailings; construction/repair of retaining dams, walls, drainage channels, culverts, run-off systems; sealing of mine shafts; collection, conveyance and treatment of mine drainage (incl. sedimentation); protection against hazardous-substance leakage; open-pit backfilling; post-completion facility maintenance; and hazard-prevention works (shaft closure, slope stabilisation, collapse-prevention installations). Cost items follow Annex 1: main works (direct works, labour, materials, direct overheads), incidental works, and administrative costs. ④Rate, cap, schedule, key points: Subsidy rate up to three-quarters (0.75) of eligible expenses; minimum award generally 1,000,000 JPY. Apply with Form 1 (local government) or Form 24 (operator) plus works plan and cost breakdown to the Chubu-Kinki Director by the deadline in Annex 2; electronic filing is permitted. Standard processing 30 days. Results report due within 30 days of completion or by 10 April of the following fiscal year, whichever is earlier; accounting records must be kept 5 years after the fiscal year of completion.
