Additional requirements include being a first-time applicant for this subsidy, having no municipal tax arrears, not being affiliated with organized crime, not primarily engaging in political, religious, or adult-entertainment businesses, and not receiving other national/prefectural/municipal subsidies for the same expense. Sole proprietors must hold a resident certificate in the city at the time of application. Eligible expenses are the purchase costs of recruitment-related content such as recruitment website renovation or recruitment video production. Amounts are calculated on a tax-excluded basis with the sub-thousand-yen portion rounded down. PR videos for the company's own products unrelated to hiring, or mere general website overhauls, are not eligible. Applicants must submit a Business Plan (Recruitment Capability Enhancement) demonstrating the rationale and expected effects. The subsidy rate is up to one-half (1/2) of eligible expenses, with an upper limit of 100,000 yen. Each business may apply only once. The application proceeds in two stages: prior application (May 1 2026 to February 1 2027 17:00) and post-implementation completion report (after grant decision to March 1 2027 17:00). Applications are processed in order of receipt and close once the budget cap is reached, so early submission is advised.
