Summary

①Overview: Shunan City Information & Communication Industry Support Subsidy promotes urban-industry location in the central city area, contributing to regional economy revitalization and employment creation/expansion. Operators newly establishing information-communication businesses in Shunan are subsidized. ②Eligible applicants: All of: (1) new business-office opening (intra-city relocation excluded), (2) at least 5 new-hire employees with 1-year employment record post operation-start, enrolled in employment insurance, maintained thereafter, (3) full operation start within ~6 months of certification, (4) at application time, ≥1-year continuous operation in the Urban-Function-Inducing District in eligible businesses, (5) no city tax delinquency, (6) no other Shunan city subsidies for opening. Predicated on a non-Shunan-HQ business newly setting up in the Urban-Function-Inducing District (per the Shunan City Location Optimization Plan, March 2017). ③Eligible expenses & benefit content: Eligible business types (per JSIC) include software, information processing, information provision, internet-related, call-center, advertising-agency, design, natural-science research, digital content, and clerical processing services. Eligible costs: (1) communication-line usage — 1/2 cap for 3 years post operation-start; (2) lease (office, parking up to 2 spaces) — 1/2 cap for 3 years; (3) training (course/test/travel/lecturer fees) — 1/2 for first year, ¥1M cap; (4) new-hire personnel — up to ¥300K per regular hire / ¥150K per non-regular, for 3 years post operation-start, ¥30M cap/yr per same employee = once. Combined (1)-(3) ≤ ¥20M/yr. ④Rate, ceiling, schedule, application pointers: Submit Certification Application (Form 1) within 3 months of new opening. Subsidy Application (Form 5) due 60 days from 1-year-post-operation date or by March 31, whichever earlier (and similarly for years 2 and 3). Suspension/closure within 5 years of operation start, or employees dropping to ≤4, or fraud/breach triggers cancellation and refund.
