Setana Town Industry Activation Subsidy
Summary
(1) Overview: The Setana Town Industry Activation Subsidy is a Hokkaido municipal program by Setana Town that financially supports industrial activities by businesses operating in the town. Its goals are to revitalize and stabilize the local industry, encourage youth employment and settlement, and energize regional employment. Effective from April 1, 2025 (Reiwa 7) and valid until March 31, 2032 (Reiwa 14). It comprises four categories: new entrepreneur support, new business, new graduate hiring incentive, and foreign technical intern reception. (2) Eligible Applicants: Businesses (individuals, corporations, groups) with residence or offices in Setana Town, new entrepreneurs, and business successors. The applicant and all household members must not be under administrative service restrictions for town tax delinquency, must not be members of organized crime groups, and must not belong to organizations engaged in destructive activities. Hiring incentive applicants must regularly employ new graduates; foreign trainee category requires employers continuously hiring trainees/specified-skill foreigners for 6+ months. (3) Eligible Expenses & Content: (1) Equipment installation, store/factory construction, renovation, outsourcing costs; (2) machinery/equipment, store/factory construction for entering new fields or developing/producing/selling specialty products using local resources; (3) salary costs for 3 years per new graduate regularly employed; (4) initial costs (travel, intermediary, health check, pre/post-entry training fees) for foreign trainees. Construction and procurement are in principle from town-based contractors. (4) Rates, Caps, Schedule & Application Points: Subsidy rate 1/3 for categories (1)-(3) (cap JPY 1,000,000 for (1)(2), JPY 500,000 for (3); lower limit JPY 300,000/150,000); 1/2 for (4) (cap JPY 100,000, lower limit JPY 150,000 per employee). New business category prohibits duplicate national/Hokkaido subsidies for the same project. Submit Form No.1 with attachments listed in Annex 2 (pledge/consent Form No.2, expense breakdown, business and budget plan, quotations, certified copy of corporate registry, etc.) to the mayor. Work must not start before grant decision in principle. After completion, submit Form No.9 completion notification.
