The Sagamihara City EcoAction 21 Equipment Introduction Support Subsidy is established under Article 11 of the Sagamihara City Ordinance for Promotion of a Decarbonized Society Aimed at Preventing Global Warming (Sagamihara City Ordinance No. 88 of 2012). It promotes decarbonization efforts by small/medium-scale operators in the city by partially subsidizing expenses incurred to replace existing equipment with energy-saving equipment at business sites within the city, for operators who have obtained certification/registration under EcoAction 21 (EA21) — Japan's original environmental management system established by the Ministry of the Environment. For FY2026 (Reiwa 8), the application period runs from May 15, 2026 (Friday) to October 30, 2026 (Friday). Applications close earlier if the budget is reached. Eligible applicants must meet all the following: (1) hold EA21 certification/registration and qualify as a small/medium-scale operator under Article 11 of the ordinance — i.e. an operator with a business site in the city that is neither a designated/related operator under the Energy Use Rationalization Act nor a designated large-scale operator under the Kanagawa Prefectural Global Warming Countermeasure Ordinance, or alternatively an SME under Article 2(1) of the SME Basic Act; (2) the site receiving the equipment is within the city and falls within the EA21 certified scope; (3) no delinquent municipal taxes; (4) has not received this subsidy two or more times. Members of organized crime, organized crime groups themselves, and legal entities whose representatives or officers are organized-crime members are excluded. Each EA21-certified operator may apply twice in total, but not twice within the same fiscal year. Eligible projects involve replacing existing equipment at a city site with one of the listed energy-saving devices, subject to: (i) the most recent EA21 environmental management report containing targets for CO2 and energy reduction, (ii) eligible expenses (net of other public subsidies/grants) totaling at least 300,000 yen, (iii) no other city subsidy received or planned for the project, and (iv) written consent from the property owner if the site is not self-owned. Eligible equipment listed in Appendix 1 includes high-efficiency air conditioning, lighting, and water heating equipment (meeting either Green Purchasing Law procurement standards or Top Runner standards), commercial refrigeration/refrigerators (Top Runner), AC motors (compressors/blowers/pumps, Top Runner), and transformers (Top Runner). Eligible expenses comprise equipment cost, installation/works cost, and miscellaneous expenses; land acquisition/rent, existing equipment disposal costs, and equipment procured from the applicant itself are excluded. Consumption tax is not included. The subsidy is up to one-third of eligible expenses (net of other public funds), capped at 1,000,000 yen (rounded down to nearest thousand yen). The procedure is: grant application → grant decision notice → project implementation → performance report → amount confirmation → claim → payment. Contracting/ordering/works must begin AFTER the grant decision (the earliest of contract, order, or works start date counts). Performance reports are due within 30 days after project completion or by February 26, 2027 (Friday), whichever is earlier. Submission includes 16 documents at the application stage (Forms 1–6, EA21 certificate copy, registration certificate/business opening notification, tax clearance certificate, quotations, equipment standards documents, latest environmental management report, other subsidy documentation, equipment before-photos with placement plan, checklist) and 8 documents at the performance reporting stage.
