Summary
Rumoi City supports small businesses and sole proprietors opening or relocating into designated shopping street areas by subsidizing vacant-store renovation, facility preparation, equipment, property acquisition and rent. Under the FY2026 guidebook, initial setup costs are subsidized at one half up to JPY 2,000,000 and rent is subsidized at one half up to JPY 300,000; both categories may be combined. Applications must be filed before project start.
