Residential Aggregation Business Implementation Program
Summary
① Overview: Tokyo supports registered residential aggregators implementing remotely controlled demand response for home batteries, fuel cells and heat-pump water heaters, including participant explanations, contracts, demonstrations, surveys and analysis. ② Applicants: The business track requires a Japanese corporation registered as a Tokyo residential aggregator with financial continuity, control capability and legal/security compliance. Governments, organized-crime connections, tax arrears and certain already-built systems are excluded. The individual track covers qualifying Tokyo-home equipment owners and joint lease applicants. ③ Costs: Eligible costs include system development, software/cloud setup and operation, data analysis, participation points, IoT devices and installation. Hardware, overhead, tax, pre-award contracts and individual-track recurring charges are excluded. ④ Funding: System costs receive two-thirds up to JPY 50 million per aggregator; points are JPY 4,000 per equipment category and individual IoT support is up to JPY 50,000 per unit. FY2026 applications run April 30, 2026–March 31, 2027, with registration, competitive quotations, post-award contracting, two-year DR and reporting required.
