Rakunan Shinto Industrial Land Creation Incentive (Kyoto City)
Summary
(1) Overview: Kyoto City launched this incentive in October 2024 under the Rakunan Shinto urban-planning policy (formulated in 2014) to accelerate the agglomeration of manufacturing-firm headquarters and R&D facilities in the southern district. The scheme rewards land-owners who convert hard-to-cultivate productive-green-zone farmland inside Rakunan Shinto into industrial land for offices, research facilities or factories. (2) Eligible parties: individuals or corporations owning urban farmland (designated as a productive-green-zone) within the district who sell or lease the land to a business that will site an eligible facility there. Land for which a Productive Green Land Act Article-10 buyback request has already been filed before designation is NOT eligible. (3) Eligible activity / amount: two tracks — Sale and Lease. Buildings must be used as office, research facility, or factory. (4) Rate, ceiling, schedule, application points: Sale track pays 10 % of the sale price, capped at JPY 30,000,000. Lease track pays an amount equivalent to the fixed-asset tax + city-planning tax, capped at JPY 4,000,000 per year for 5 years. Application window: 2024-10-21 to 2027-03-31. Designation application (Form 1) with land registry certificate; after designation, the grant application (Form 6) with sale/lease contract copy, building-confirmation documents, and proof of construction start are required. Construction must start within 5 years of designation; a completion report (Form 9) is required upon completion.
