PFOS/PFOA-Containing Firefighting Foam Conversion Promotion Program
Summary
① Overview: This Tokyo program subsidizes conversion of fixed parking-garage firefighting foam systems from PFOS/PFOA-containing foam to non-containing foam, reducing future discharge risk. Fire engines and portable extinguishers are excluded. ② Applicants: Owners may include large companies, SMEs, sole proprietors, public-interest and educational entities, medical and welfare corporations, cooperatives and condominium associations. They must meet tax, legal-permit, public-funding and anti-organized-crime requirements, and obtain consent from every co-owner. ③ Funding: Eligible costs include replacement foam, rubber bladders and qualifying foam heads; delivery, installation and flushing; and collection, transport and disposal of contaminated foam, solution and wash water. Foam replacement is mandatory. Pre-award contracts, tax, pipe repair, maintenance, used equipment, agency fees and costs not actually borne are excluded. ④ Rates and schedule: Large companies receive 1/2 up to JPY 5 million; other eligible entities receive 2/3 up to JPY 7 million per applicant. Applications run April 1, 2026 through March 31, 2027 at 17:00, subject to budget. Contract only after award and finish conversion, disposal, payment, fire-department inspection and reporting by October 29, 2027 at 17:00.
