Paper Kanagawa Tokutoku Campaign Business Expense Subsidy

1. Overview: This Kanagawa Prefecture subsidy supports paper premium voucher projects implemented by shopping street organizations. Its purpose is to stimulate economic circulation inside shopping districts and reduce the burden on residents affected by rising prices. The eligible project is a voucher program issued on paper and sold to Kanagawa residents, making it usable even by people who do not use cashless payment services. 2. Eligible applicants: Eligible applicants include shopping street promotion associations, federations, shopping street business cooperatives, incorporated shopping street organizations, voluntary shopping street groups with rules and a representative, commercial groups that contribute to local commercial revitalization, executive committees mainly composed of shopping street groups, and chambers or societies of commerce where no shopping association exists. In all cases, more than half of the members must be Kanagawa-based SMEs. 3. Eligible expenses and support: Eligible costs include the premium portion of vouchers, printing of voucher tickets, advertising such as flyers, posters, newspaper inserts and local media, and administrative expenses for sales and redemption such as personnel, honoraria, rental, outsourcing and consumables. The premium rate is capped at 30%, and printing, advertising and administrative expenses together are capped at 20% of total eligible expenses. Consumption tax, transfer fees, unsupported payments, pre-award commitments and post-period payments are excluded. 4. Rate, cap and schedule: The subsidy rate is up to 10/10, rounded down below 1,000 yen. Official materials explicitly state that there is no upper limit on the subsidy amount, and no yen-denominated maximum can be derived from a project cap or budget cap, so amount_max is null. The lower limit is 150,000 yen. Applications run from April 1 to December 4, 2026 on a first-come basis and may close once the budget is reached. The project period runs from the grant decision date to March 1, 2027, with voucher validity no later than February 19, 2027.
