①Overview: Okazaki City operates three loan-support subsidy programs under a single guideline package: the SME Business Loan Guarantee Fee Subsidy, the Emergency Economic Measures Guarantee Fee Subsidy, and the Startup Loan Interest Subsidy. All three reimburse, within budget, part of the credit-guarantee fee or interest paid on qualifying loans arranged or recognized by the city. ②Eligible applicants: SMEs (as defined by the Small and Medium Enterprise Credit Insurance Act Article 2) that have received a loan under the Okazaki City SME Business Loan Recommendation Rules Article 4, the Aichi Prefecture Small Enterprise Promotion Loan, an Article 2(5)4/5 or Article 2(6) certified loan, or a startup loan from the Japan Finance Corporation. Applicants must maintain their residence or head office and primary office in the city from the loan-disbursement date through the date of application, hold required licenses, and have no tax arrears (for emergency and interest programs). Only one application per fiscal year is permitted per applicant. ③Eligible expenses & benefits: Credit-guarantee fees actually paid on qualifying loans, and interest paid to the Japan Finance Corporation on startup loans, limited to six consecutive payments starting from the second installment. Excluded are loans for passenger vehicles seating ten or fewer persons (unless used as commercial transport vehicles), loans where the applicant differs from the registered vehicle user, and equipment installed outside the city. Refinanced amounts are prorated by the proportion of new borrowing. ④Rates, caps, schedule, points: Guarantee-fee subsidy rates are 45%, 90% or 35% depending on the loan category, with a cap of ¥100,000; the Emergency Measures program reimburses 100% of the guarantee fee up to ¥1,000,000; the startup interest subsidy is 45% (60% for With Certification holders) capped at ¥200,000. Fractions under ¥1,000 are truncated. Applications for guarantee-fee subsidies must be filed within 60 days of the loan-disbursement (or vehicle-inspection-certificate) date; interest subsidies must be filed by the interest payment due date. Required attachments include the guarantee certificate copy, loan-execution notice, tax payment certificate and applicable license copies, submitted to the Mayor on Form No.1.
