(1) Overview: Ogaki City (Gifu) operates the Renovation Promotion Subsidy to revitalize the central commercial district by helping owners of vacant shops renovate idle properties within the designated central area for lease. The program is announced on the city's official website and a leaflet revised on 1 April 2026 (FY R8). (2) Eligible applicants: Individuals or corporations who simultaneously satisfy all of: (a) renovating an idle property for rental within the designated central-district zones listed in the Ogaki Central Area Revitalization Basic Plan (Takaya, Miya, Kirigasaki, Takasago, Gifu-machi, Nishiki, Hokousui, Kuriya, Higashisotogawa, Kuruwa-machi, Kuruwa-higashi, Hon-machi, Naka-machi, Tenma, Uoya, plus Mino Kaido frontage shops); (b) completing the renovation within the fiscal year and opening for business; (c) being current on all city taxes; (d) not being an organized-crime member as defined by the Ogaki Anti-Organized-Crime Ordinance. (3) Eligible expenses and content: Renovation work performed by the contractor — exterior, interior, HVAC, plumbing/sanitary, signage, electrical/lighting works, plus installation of equipment integrated with the building (display shelves, storefront signs fixed during renovation). Furniture/fixture purchases and costs not directly required for operations are NOT eligible. (4) Rate, cap, schedule, application points: Up to 1/2 of renovation cost (excluding equipment), capped at JPY 500,000. Application must be filed at least 30 days before the planned opening date; applications after construction has started are not eligible. Workflow: submit documents → 2–3 week review → grant/rejection decision → start construction. Required: Form 1 application, project budget, ≥2 contractor estimates (the lower is adopted), design drawings, location map, before-photos, residence/registration certificate, city-tax payment certificate, anti-organized-crime affidavit, ID copy. After completion: file Form 6 report, settlement, receipts, after-photos. Acceptance is on a first-come basis until the city budget is exhausted.
