Summary

1) Overview: The Niiza City Management Innovation Plan Support Subsidy supports businesses within Niiza City whose Management Innovation Plans have been approved by Saitama Prefecture or other prefectures. It funds part of the project expenses aligned with the approved plan to help expand sales and develop new markets. A Management Innovation Plan is a mid-term business plan covering new product/service development that is approved on a competitive basis by prefectural governments. 2) Eligible applicants: Applicants must satisfy all of the following: have an office or store operating within Niiza City as a corporation or sole proprietor; not be in arrears on municipal taxes; and have received approval of a Management Innovation Plan on or after April 2022 (plans approved by Saitama or other prefectures both qualify). Even without head/branch office registration in Niiza, businesses with actual operations within the city qualify. 3) Eligible expenses and content: Expenses incurred for projects executed in line with the approved Management Innovation Plan are eligible. These include asset-forming expenses such as machinery, equipment, construction works, software, lease assets, and development costs, plus selling and general administrative expenses such as advertising, outsourcing, rent, and repair costs. Maintenance fees are limited to 3 months. Personnel costs, purchasing costs, utilities, communication, rent, general-purpose equipment, bank transfer fees, entertainment expenses and land acquisition are NOT eligible. 4) Subsidy rate, cap, schedule and application points: The subsidy covers 1/2 of eligible expenses (rounded down to the nearest thousand yen) with a cap of 100,000 yen. The grant application deadline is February 26, 2027; the performance report deadline is March 31, 2027. Applications close once the budget is exhausted. The flow is: 1) apply for Management Innovation Plan via Niiza Chamber of Commerce; 2) approval; 3) submit grant application to City; 4) grant decision; 5) execute project; 6) submit performance report; 7) confirm grant amount; 8) submit invoice; 9) payment. Contracts/payments made before the grant decision are not eligible. One grant per approved Management Innovation Plan.
