Summary

(1) Overview: The Niigata City New-Graduate Recruitment Activity Support Subsidy supports small and medium enterprises (SMEs) located in Niigata City that conduct recruitment outreach toward new graduates through company-managed recruitment websites and corporate introduction videos. The program runs from April 1, 2026 (Reiwa 8) to March 31, 2027 (Reiwa 9), aiming to strengthen SME human-resource acquisition and promote local employment of university graduates and other new graduates within the city. (2) Eligible applicants: SMEs (as defined in the Small and Medium-sized Enterprise Basic Act) with a head office or branch office in Niigata City. Applicants whose head office is in the city must conduct (or plan to conduct) recruitment whose workplace includes Niigata City; applicants whose head office is outside the city must limit the workplace to Niigata City. Applicants must have no unpaid municipal taxes, must not operate adult-entertainment/political/religious businesses, must not be affiliated with organised crime, and must be registered (application submitted) with the Niigata WORK+ Network. (3) Eligible expenses and content: Costs for producing or renovating a company-managed recruitment website (Type A), and costs for producing a corporate introduction video (Type B). Type B videos must be posted on a Type A website. Consumption tax, local consumption tax, bank fees and other handling charges are excluded; expenses already subsidised by national/prefectural/municipal programs are excluded. Contractors must be Niigata City-based and unrelated to the applicant (no parent/subsidiary/related companies, etc.). (4) Subsidy rate, cap, schedule and application tips: Rate is 1/2 of eligible expenses; cap is JPY 200,000 per business site (truncated to thousands). If the site has received this subsidy in or after Reiwa 5, the cap drops to JPY 100,000. Re-applications are allowed until the cap is reached. Applications (Form 1 plus Forms 2-4, quotations, SME proof, municipal tax certificate issued within 3 months, anti-gang pledge, copy of WORK+ Network registration) must be submitted BEFORE starting the project. Final report (Form 5 plus Forms 6-7 and supporting evidence) is due within 30 days of project completion or by February 28, 2027, whichever is earlier.
