Summary

This subsidy is administered by the Nagano Prefecture Forestry Department's Shinshu Wood Utilization Division (Prefectural Timber Utilization Promotion Office) under the Forest Maintenance Prefectural Tax Project. Starting in FY2026, it supports wood-frame construction (mokuzouka) and wood-interior finishing (mokushitsuka) of private commercial, tourism, medical, and welfare facilities frequented by Nagano residents, using Nagano-grown timber. The program newly adds support for design costs of wood-frame buildings. Eligible applicants are private businesses (sole proprietors only for individuals) and municipalities that own, manage, or operate facilities within Nagano. Eligible facility examples include restaurants, retail stores, beauty salons, clinics, and nurseries — facilities widely used by residents or used as children's spaces, with demonstrable display/advertising ripple effects. Eligible expenses include wood-construction work, installation of wood furniture (desks, chairs, shelves), and (newly) wood-frame design work. A core requirement is that at least 80% of wood used must be Shinshu-certified, JAS-certified, or forest-certified timber (JAS / forest-certified limited to Nagano-grown). Minimum volumes: 5㎥ for new construction/rebuild, 1㎥ for extension/renovation, 0.3㎥ for wood-interior-only projects. Mid-to-large facilities (≥300㎡) must additionally use JAS or pioneering wood materials (CLT, fire-resistant glulam, etc.), use Nagano timber on interiors, and host ≥10,000 annual users. Subsidy rate is up to 1/2 of wood construction cost (1/3 for municipality wood-frame general) and up to 1/2 of design cost. Caps: mid-to-large wood-frame JPY 30M, general wood-frame JPY 5M, wood-interior JPY 2M, design support JPY 2M (municipalities ineligible for design). Subsidies over JPY 10M require signing a "Building Wood Utilization Promotion Agreement." Application window: 24 Apr 2026 – 30 Oct 2026, first-come/first-served until budget exhausted; projects must complete by end of FY2026. Pre-consultation handled by regional Promotion Bureau Forestry Sections.
