All seven conditions must be met: (1) SME with city business location, (2) undertaking new initiatives for the target business, (3) business plan certified by an officially-recognized business innovation support institution, (4) at least 3 years of business operation, (5) no municipal tax arrears, (6) not receiving similar subsidies such as the Fukushima Prefecture Nuclear Disaster Business Resumption Support Subsidy, and (7) not affiliated with organized crime. ③Eligible Expenses: Varies by category. (A) building construction/acquisition/renovation, building-attached equipment, machinery (firmly affixed to building), transport. (B) system construction, technology introduction, expert fees, cloud service usage, outsourcing, IP-related expenses, advertising/promotion, multilingual translation/production fees, local cuisine prototyping. (C) construction/renovation, system construction, cloud services, research outsourcing, advertising/promotion. (D) event participation (flat-rate). Rent, utilities, franchise fees, communication fees, personnel costs, and insurance are excluded. ④Rate/Cap/Schedule/Application: Caps and rates vary by category — (A) up to ¥3,000,000 at 2/3 rate (plus separate ¥500,000 cap at 10/10 for child-friendly environment improvements); (B) up to ¥1,000,000 at 1/2 rate (multilingual/local cuisine: ¥500,000 at 2/3); (C) up to ¥500,000 at 1/2 rate; (D) flat-rate ¥20,000/time × max ¥300,000/year for kitchen cars, ¥10,000/time × max ¥150,000/year for non-vehicle food vendors.
