Minamisoma City SME Challenge Support Subsidy

①Overview: Minamisoma City offers this subsidy to SMEs in the city that, despite ongoing hardships from the 2011 nuclear disaster, recurring earthquakes, COVID-19 impact, and rising prices, are actively planning new business development to continue and grow their operations. The subsidy covers four categories: (A) facility renovation/equipment installation for business expansion or new industry challenges, (B) new product/service development, (C) sales channel expansion, and (D) event participation. ②Eligibility: Applicants must be SMEs (as defined by Article 2 of the SME Basic Act) operating a business location within Minamisoma City in wholesale, retail, food service, lodging, lifestyle-related services, entertainment, education support, medical services (treatment), or auto repair industries. All seven conditions must be met: (1) SME with city business location, (2) undertaking new initiatives for the target business, (3) business plan certified by an officially-recognized business innovation support institution, (4) at least 3 years of business operation, (5) no municipal tax arrears, (6) not receiving similar subsidies such as the Fukushima Prefecture Nuclear Disaster Business Resumption Support Subsidy, and (7) not affiliated with organized crime. ③Eligible Expenses: Varies by category. (A) building construction/acquisition/renovation, building-attached equipment, machinery (firmly affixed to building), transport. (B) system construction, technology introduction, expert fees, cloud service usage, outsourcing, IP-related expenses, advertising/promotion, multilingual translation/production fees, local cuisine prototyping. (C) construction/renovation, system construction, cloud services, research outsourcing, advertising/promotion. (D) event participation (flat-rate). Rent, utilities, franchise fees, communication fees, personnel costs, and insurance are excluded. ④Rate/Cap/Schedule/Application: Caps and rates vary by category — (A) up to ¥3,000,000 at 2/3 rate (plus separate ¥500,000 cap at 10/10 for child-friendly environment improvements); (B) up to ¥1,000,000 at 1/2 rate (multilingual/local cuisine: ¥500,000 at 2/3); (C) up to ¥500,000 at 1/2 rate; (D) flat-rate ¥20,000/time × max ¥300,000/year for kitchen cars, ¥10,000/time × max ¥150,000/year for non-vehicle food vendors. Implementation period: grant decision date through March 31 of application year. One application per business per store (re-applications allowed until cap reached). Process: (1) collect forms at city → (2) submit to certified support institution → (3) receive Form 5 confirmation (~4 weeks) → (4) submit to city → (5) review → (6) grant decision → (7) start project → (8) make payments → (9) results report → (10) site inspection → (11) amount confirmation → (12) payment (~4 weeks after invoice).
