Summary
①Overview: This program implements Japan's Ministry of Internal Affairs' "Local 10,000 Project (Regional Economic Circulation Creation Grant)" at the Marugame City level. The city selects local applicant projects through a competitive screening committee, then files them with the national government for grant approval, providing hands-on support throughout the application process for businesses that activate regional human resources, assets and capital through industry-academia-government-finance-labor-media collaboration. ②Eligible Applicants: Private businesses operating in Marugame City as defined in Article 2 of the city's Grant Implementation Regulation. Applicants must (a) not receive other similar subsidies, (b) not fall under disqualification clauses of Article 4-2 of the city subsidy rules, (c) secure unsecured loans from regional financial institutions equal to or exceeding the subsidy amount with no personal guarantee required, and (d) propose a new business venture (not expansion of existing operations). ③Eligible Expenses & Content: Four expense categories per national grant rules Article 5: (1) Facility construction (design, supervision, construction, repair, purchase of buildings/attached facilities/structures; land acquisition excluded), (2) Machinery & equipment (design, supervision, repair, purchase, lease/rental including intangible assets such as copyrights), (3) Equipment purchase and lease/rental, (4) Research & study (only by partnering local universities, not by the grantee directly). Consumables, transfer fees, application fees, revenue stamps, insurance, and general office supplies are excluded. ④Subsidy Rate, Cap, Schedule, Application Tips: Subsidy = eligible expenses minus loans + self-funds (rounded down to nearest 1,000 yen). Cap depends on loan multiple: 30M JPY (1x≤loan<2x), 40M JPY (2x≤loan<3x), 50M JPY (3x≤loan<4x), maximum 55M JPY (loan≥4x). Single-year project: start after grant decision (late Nov 2026) and complete by end-Feb 2027. Two application rounds: Round 1 Apr 1–May 29 2026; Round 2 Aug 3–Sep 30 2026. Required documents: selection application form, implementation plan, budget basis, schedule, project diagram, presentation materials. Selection requires ≥60/100 in committee scoring.
