Summary

① Overview: The program supports renewable generation and storage installed outside Tokyo but within the TEPCO area. Electricity is consumed at the installation facility, while the resulting environmental value is certificated and used by the applicant at its own non-residential Tokyo facility. ② Applicants: Private companies, sole proprietors and eligible organizations with a Tokyo office or business site. National and local governments are excluded. Generation must be on-site outside Tokyo, serve a non-residential facility, and not receive FIT/FIP certification; ordinary off-site generation is excluded. ③ Costs: Eligible costs include renewable generation, stationary batteries, design, equipment, materials, installation, piping, distribution and qualifying private lines. Portable or expanded existing batteries, residential use, excessive costs and pre-award contracts are excluded. Supported battery capacity is generally limited to one-to-five hours of generation capacity. ④ Funding: SMEs and similar entities receive up to two-thirds for generation and three-quarters for batteries; others receive one-half and two-thirds. The cap is JPY 200 million when qualifying battery capacity is installed simultaneously, otherwise JPY 100 million. Applications run April 1, 2026–March 31, 2027, subject to budget.
