①Overview: Kyoto City's First-Entry Support Subsidy for companies entering Kyoto for the first time (existing offices outside Kyoto + no Kyoto presence in the past 2 years). Covers rent and employment costs for both office establishment and HQ/factory new construction. Part of Kyoto City's Company Location Guide programs. ②Eligibility: Companies establishing facilities in Kyoto for the first time. Office subsidy: all industries. HQ/factory new construction subsidy: limited to manufacturing, software, and information processing services. 'First entry' = existing offices outside Kyoto and no Kyoto office in past 2 years. ③Eligible Expenses: (A) Office: Rent (1/2 × 2 years) + employment (residents/officers × JPY 100K/year × 2 years; ×2 multiplier for strategic industries, foreign companies, or 京町家 occupants). (B) HQ/Factory: Rent (1/2 × 2 years) + employment (JPY 200K/year × 2 years; ×2 for foreign companies / 京町家). ④Rate/Cap/Schedule: (A) Office caps: Rent JPY 10M/yr × 2 = JPY 20M max; Employment JPY 25M/yr × 2 = JPY 50M max. (B) HQ/Factory caps: same. Deadlines: (A) 30 days before office opening; (B) 30 days before construction start.
