Kumamoto Medical Clinics & Visiting Nursing Stations: Wage Increase & Price Surge Support Subsidy (FY2026)
Summary
(1) Overview: This Kumamoto Prefecture FY2026 subsidy supports medical clinics (bedded/non-bedded, medical) and visiting nursing stations in the prefecture affected by wage and price pressures, helping them implement wage increases exceeding price growth and absorb rising operating costs to secure stable local healthcare delivery. It implements the MHLW "Wage Increase & Price Surge Support Project Implementation Outline" together with Kumamoto's subsidy regulations, with funds disbursed by the Governor on a provisional payment basis. (2) Eligibility: Two tracks. (a) Wage-increase track: bedded/non-bedded medical clinics and visiting nursing stations holding an insurance medical institution code with reimbursement claim history since 1 Apr 2025, that either (i) had filed Outpatient/Home, Inpatient or Visiting-Nursing Base-up Evaluation Fee as of 1 Mar 2026, or (ii) are clinics ineligible under current rules (physician-director-plus-clerical-only facilities) that pledge to file the revised evaluation fee by 1 Jun 2026. (b) Price-support track: bedded/non-bedded medical clinics only. Facilities closed by 1 Jan 2026 (or planning closure on/after 2 Jan), or with a suspension notice filed at application time, are excluded. (3) Eligible expenses & content: Wage-increase track funds employee compensation improvement (base-pay/monthly-allowance increases, with up to 4 months of lump-sum or special allowance for Dec 2025-Mar 2026) sustained as a 6-month base-up over Dec 2025-May 2026; price-support track funds expenses incurred in response to price inflation. Awards are bed-count-linked fixed amounts: bedded clinic wage = beds × ¥72,000 (¥150,000/facility floor if ≤2 beds); non-bedded clinic wage = ¥150,000/facility; visiting nursing station wage = ¥228,000/facility; bedded clinic price = beds × ¥13,000 (¥170,000/facility floor if ≤13 beds); non-bedded clinic price = ¥170,000/facility. (4) Rate / cap / schedule / application tips: 100% fixed-rate; the prefecture cannot adjust the amount (national rule). Applicants file Form No.1 with attachments by the Governor's specified deadline; the Governor reviews and issues provisional payment via Form No.2 decision notice. Wage-improvement report (Form No.3 supplementary) is due by 1 Aug 2026; the final outcome report (Form No.3-1/2/3) is due by 31 Mar 2027. Wage-improvement covers Dec 2025-May 2026 (6 months). Withdrawal window: 10 days from decision notice receipt. Books and evidence must be kept 5 years from end of confirmation fiscal year. If actual wage-improvement is below the granted amount, the shortfall must be returned.
