①Overview: Kudamatsu City's Industrial Land Development & Enterprise Location Promotion Incentive pays grants to both developers of industrial land and tenants locating factories there, for clustering, jobs and revitalisation. Runs 1 Jun 2021 – 31 Mar 2031; plan certification by 31 Mar 2031. ②Applicants: (a) developers preparing industrial land in the city; (b) tenants newly establishing, expanding or relocating (intra-city OK) targeted-industry facilities. Targeted (JSIC): Manufacturing (E); research (711); Info-Comms (telecom, IT services, Internet, digital content); Logistics (road freight, warehousing, packaging); Wholesale (excl. agents/brokers). ③Content: Two parallel grants by parcel area — Development Incentive + Location Incentive. 3,000–<4,000 m²=¥3M; +¥1M per 1,000 m² up to ¥10M ≥10,000 m². Each parcel: each grant once. Needs development permit, 2+ parcels ≥3,000 m², sales contract with targeted tenant. ④Cap/Tips: Caps ¥50M per development (developer total), ¥10M per tenant. Tenant must hire ≥5 (2 SMEs) permanent staff and start ops. File application + plan within 3 months of permit. Pre-consultation with Industrial Promotion Division mandatory.
