Kotoura Start! Support Subsidy (Entrepreneurship Support)

(1) Overview: Kotoura (Tottori) runs 'Kotoura de Start! Support Subsidy', funded by crowdfunding Furusato Nozei, to help new entrepreneurs and out-of-prefecture businesses moving offices into town. Established 2021-04-01, revised 2025-04-01. Sub-programs: Entrepreneurship (General/Policy), Crowdfunding Furusato Nozei, Office Relocation. (2) Eligible applicants: Operators with year-round business site in town. Entrepreneurship requires startup planning or being within 1 year of founding; General frame also needs Industrial Competitiveness Enhancement Act Art.7(1) certification. Office Relocation targets out-of-prefecture operators with no existing Kotoura office. Disqualified: adult-entertainment, anti-social forces, family succession, M&A-spawned entities, overlapping-officer succession, tax delinquents, double-subsidy recipients. (3) Eligible expenses: Entrepreneurship covers land/building acquisition/lease/renovation, equipment, vehicles/tools/fixtures, consulting, start-up advertising. Office Relocation covers store acquisition, renovation, equipment, lease, repair, fixtures. Consumption tax and bank fees excluded. Lease capped at startup-to-fiscal-year-end. Crowdfunding needs project total >= JPY 1,000,000. (4) Rates/caps/schedule: Entrepreneurship 1/2 rate, cap JPY 500,000 (General) / 1,000,000 (Policy). Office Relocation 10/10, cap JPY 1,000,000. Process: Form 1 Certification -> panel review -> Form 5 Grant -> crowdfunding -> Form 6 additional grant -> Form 7 Report. Entrepreneurship recipients must continue 5 years and file Form 8 annually; assets >= JPY 200,000 need mayoral approval for 3-year disposal.
