Summary

(1) Overview: The Koga City Subsidy for Solar Power Generation Equipment Introduction for SMEs supports small, medium-sized, and mid-tier enterprises within Koga City (Fukuoka Prefecture) that introduce self-consumption-type solar power generation equipment. The program aims to address rising energy prices and promote decarbonization toward realization of a Zero Carbon City. The total budget is 30 million yen, distributed on a first-come, first-served basis until exhausted. (2) Eligible Applicants: Eligible parties are SMEs as defined by the SME Basic Act Article 2(1) and mid-tier enterprises as defined by the Industrial Competitiveness Enhancement Act Article 2(24), each having business premises within Koga City. Three introduction methods are accepted: direct purchase, on-site PPA (power purchase agreement), and leasing. For PPA/lease structures, the PPA operator or lessor applies on behalf of the demand-side user (the city SME), with the subsidy amount returned via service-fee or lease-fee reductions. Applicants with tax arrears, ties to organized crime, or businesses contrary to public order are excluded. (3) Eligible Expenses & Content: Eligible costs are the purchase and installation of solar PV modules, power conditioners, mounting structures, and related ancillary equipment. The equipment must generate at least 10 kW, achieve at least 50% annual self-consumption ratio, not be FIT/FIP certified, and must comply with the METI solar PV business planning guidelines. Excluded costs include consumption tax, warranties, removal of existing equipment, and software fees. (4) Rates, Cap, Schedule & Application Notes: The subsidy per kW depends on enterprise size and contractor location — SME with in-city contractor: 60,000 yen/kW (cap 75kW, max 4,500,000 yen); SME with out-of-city contractor: 50,000 yen/kW (max 3,750,000 yen); mid-tier with in-city contractor: 50,000 yen/kW (max 3,750,000 yen); mid-tier with out-of-city contractor: 40,000 yen/kW (max 3,000,000 yen). Application window: 13 March 2026 09:00 to 30 November 2026 16:00 (or until budget exhausted). Final completion report due 29 January 2027 16:00 (or 12 February 2027 if grant decision is after 1 December 2026). Submission is by mail or in-person at the Koga City Hall Environment Division.
