Summary

(1) Overview: The Koga City Greenhouse Gas Emissions Visualization System Introduction Subsidy promotes decarbonization management among mid-tier and SME businesses within Koga City. It subsidizes part of the introduction and operating costs for visualization systems that calculate company-wide GHG emissions (Scope 1, 2 and 3) according to METI/MOE supply-chain emissions guidelines. The program took effect April 1, 2024 (Notice No.122) and remains in force until March 31, 2028. (2) Eligible Applicants: Mid-tier enterprises (companies/individuals with up to 2,000 regular employees, excluding SMEs) and SMEs as defined by the SME Basic Act, that maintain an office/establishment within Koga City, introduce a visualization system on or after April 1, 2024, and have not previously received this subsidy. Limited to one award per entity. (3) Eligible Expenses & Scope: Eligible expenses are introduction costs (initial fees) and usage fees (including provider support fees) for a visualization system covering all GHG emissions related to the applicant's business activities. The system must calculate Scope 1/2/3 supply-chain emissions per the MOE/METI basic guidelines. Costs already supported by national/prefectural or other subsidies are excluded. Expenses incurred from April 1 of the application year are eligible. (4) Rate, Cap, Schedule & Application Notes: The subsidy rate is one-half (1/2) of eligible expenses (rounded down to the nearest 1,000 yen). The cap is 150,000 yen for members of the Koga City Decarbonization Management Support Platform and 100,000 yen for non-members. Applications are accepted until March 31 of the application year (consultation with the Environment Section required if applying after February). Required documents include Form 1 (subsidy application), business plan, budget, pledge of compliance, corporate registry copy (or sole-proprietor tax return / business notification), system brochure, and quotation. After project completion, Form 6 (performance report) is due by mid-March, and Form 8 (request for payment) by March 31.
