Katsushika City FY2026 Website Creation Cost Subsidy

(1) Overview: This is Katsushika City's FY2026 Website Creation Cost Subsidy program, which supports small and medium-sized enterprises (SMEs) located in Katsushika Ward (Tokyo) by subsidizing part of the cost of newly creating or fully renovating a corporate website to expand sales channels and promote their products and technologies. The program also supports EC site construction and PR video production attached to the subsidized website. (2) Eligible applicants: SMEs as defined by Article 2 of the Small and Medium Enterprise Basic Act, having their main place of business in Katsushika Ward, having operated continuously for one year or more (graduates of the Ward's startup school exempted), with no delinquent local taxes for the previous fiscal year, no overlapping subsidies from the national/other local governments, and no receipt of this subsidy in the prior two fiscal years (FY2024-2025). Applicants must apply before starting the website work, must not be excluded from credit-guarantee eligibility, must not be a website-creation business themselves, and must comply with the anti-organized-crime ordinance. (3) Eligible expenses: (a) outsourcing fees for newly creating an independent website, (b) outsourcing fees for fully redesigning an existing website, (c) additional cost for foreign-language support (at least two languages including Japanese), (d) outsourcing fees for adding EC site or PR video content inside the subsidized website. Excluded: PC/software, domain/server maintenance fees, foreign-language-only modifications, work done via intermediaries, and EC/PR maintenance costs. Consumption tax is also excluded. (4) Rate, ceilings, schedule and key points: Subsidy rate is one-half (1/2) of eligible expenses, rounded down to the nearest thousand yen. Ceilings: website creation/renovation 50,000 JPY (Japanese only) or 80,000 JPY (multilingual); EC site new construction 100,000 JPY (only when filed together with website creation); PR video 20,000 JPY (not eligible when applying for items 2/3 alone). Application window: 2026-04-01 through 2027-02-26 (must arrive in time, processed on first-come basis within budget). Completion report deadline: 2027-03-31. Apply by mail/in person or via the dedicated LoGo online form. Critical point: applications must be filed BEFORE starting the website work, otherwise the subsidy will not be granted.
