Summary

1) Overview: The Iwaki City Clinic Opening / Succession Support Subsidy is operated by Iwaki City (Health & Welfare Dept., Medical Affairs Division) to secure clinic physicians who carry the region's primary care. It subsidizes part of the costs of newly opening or succeeding a clinic within Iwaki City. The current grant guideline took effect on April 1, 2025 (Reiwa 7), fully revising the earlier 2019 guideline. 2) Eligible applicants: Individuals who newly open a clinic in the city, or the clinic manager when the opener is a corporation. Applicants must (i) for new openings, not have had a city-based medical institution as their main workplace in the 3 months before opening; (ii) join the Iwaki City Medical Association and contribute to local and home medical care; (iii) cooperate with the holiday/night emergency clinic; (iv) cooperate with the on-call physician program; (v) plan to continuously provide care at least 4 days and 25 hours per week for 10+ years; (vi) cooperate with city medical/health/welfare programs; (vii) not receive other public subsidies for the same expenses; (viii) not be organized-crime affiliated. 3) Eligible expenses: Costs of opening or succeeding a clinic, covering (1) acquisition or lease of land for medical use; (2) new construction, acquisition, lease, renovation or extension of buildings; (3) purchase, lease or use fees of equipment / systems; (4) purchase of furniture and fixtures; (5) various opening/succession procedure costs; (6) other costs the mayor recognizes. Lease and system-use costs are capped at 60 months from the month after opening. 4) Rate, ceiling, schedule, application points: Subsidy rate is up to two-thirds (2/3) of eligible expenses. Ceiling is 20 million yen normally, raised to 30 million yen for clinics with delivery facilities labelled obstetrics/gynecology, obstetrics, or pediatrics. Application must be filed by one year after the opening date. Required attachments include copies of the opening notification, insured-medical-institution designation application, medical-association membership proof, contracts, receipts, registry certificates, construction breakdowns, and photos. If conditions fail within 10 years, full or partial repayment may be demanded. Early consultation with the city is encouraged.
