1. Program overview: The Ishinomaki City Industrial Creation Grant supports SMEs and similar businesses that carry out creative projects in Ishinomaki, including original technology development, marketing, and creation of industries using local resources. The official city page was updated on April 3, 2026, and also notes that sixth-sector industrialization projects and projects using the NanoTerasu next-generation synchrotron facility may use this grant if they meet the ordinary requirements. 2. Eligible applicants: Eligible applicants are businesses with an office or business site in Ishinomaki City. Sole proprietors must have both an address and a business site in the city. Businesses subject to Ishinomaki bid-participation suspension, those that have filed for corporate reorganization or civil rehabilitation, organized-crime related parties, and operators of special adult entertainment businesses are excluded. In the same fiscal year, one applicant is limited to one application per project category, and duplicate applications with national, prefectural, or other subsidies are not allowed. 3. Eligible projects and expenses: The four project categories are human resource development, research and development, information provision, and acquisition of intellectual property or certifications. Eligible expenses include training materials, training fees, travel and lecturers; materials, buildings, machinery and tools, outsourcing, technology introduction, joint research and personnel costs; exhibition fees, venue rental, printing, transport, travel and website creation; and certification costs, patent or trademark filing fees, lawyer fees, service charges and outsourcing costs. 4. Grant rate, cap and application points: The grant covers up to one half of eligible expenses. The maximum is JPY 500,000 for human resource development, with a daily cap of JPY 100,000, JPY 2,500,000 for research and development, JPY 500,000 for information provision, and JPY 500,000 for intellectual property or certification acquisition. Applications are accepted on a rolling basis until the budget is exhausted, but must be filed at least 14 days before project start after prior consultation. Expenses paid before application are ineligible, and the project must end by March 31 of the fiscal year of the grant decision.
