1) Overview: Run by Hiroshima Federation of Small Business Associations, supports SMEs drafting a plan that includes wage-raising via productivity gains and pursues management improvement through digital labor-saving. Per prefectural grant rules and guidelines effective 2026-03-17. 2) Applicants: Specified operators under Art.2(5) SME Management Enhancement Act with a place of business in Hiroshima. Choose 'General' or 'Innovation Plan Utilization' (needs Governor-approved Plan). One application per company. 3) Eligible: machinery, software, cloud; promotion; exhibitions; expert fees/travel; HR training. Equipment investment must be in Hiroshima. General PCs, used goods, labor, lease fees and consumption tax excluded. 4) Rate/Ceiling: 2/3 (3/4 for small). Max 500K (Gen/Normal), 1.5M (Gen/Digital), 2.5M (Inn/Normal), 5M JPY (Inn/Digital).
