Higashihiroshima City Pediatric New Practice Opening Support Subsidy

①Overview: The Higashihiroshima City Pediatric New Practice Opening Support Subsidy was established by Public Notice No.232 of May 28, 2025 (Reiwa 7). Its purpose is to enhance medical services in the city and improve satisfaction among child-rearing households by increasing the number of pediatric medical facilities, thereby contributing to safe daily life for residents. The subsidy is granted within the budget to pediatricians or medical corporations newly opening a clinic in the city. ②Eligible recipients: Physicians or medical corporations newly opening a clinic (defined in Article 1-5(2) of the Medical Care Act, limited to those whose listed departments include pediatrics) within the city, who employ on a full-time basis at least one physician falling into one of the following categories: (1) a physician who has worked at a medical institution providing pediatric care; (2) a physician who has previously opened a pediatric clinic outside the city; (3) a physician otherwise recognized by the Mayor as particularly necessary. Applicants who have previously received this subsidy (including the predecessor scheme) are excluded. ③Eligible expenses and content: Eligible expenses are costs for the purchase of medical equipment and facilities recognized as necessary for medical practice. The following are NOT eligible: land acquisition or grading; works for gates, fences, walls, parking lots, landscaping, passageways or buildings; design and other construction-related administrative work; acquisition of existing buildings; and other items the Mayor deems inappropriate. ④Rate / cap / schedule / application points: The subsidy amount is the lower of (a) the eligible expense amount (rounded down to the nearest 1,000 yen) or (b) 10,000,000 yen. Applicants must first hold a pre-consultation with the city, then submit the application form (with business plan, funding plan, equipment cost breakdown, building drawings, copies of medical license / CV / residence certificate, and corporate registration for medical corporations) at least 30 days before opening. Requirements include: 10+ years of continuous operation; pediatric outpatient services at least 5 days and 30 hours per week; joining the local medical association; participation in the on-call duty doctor system (≥2/month) and the holiday clinic (≥5/year); cooperation with Hiroshima University and other regional providers. If requirements are not met within 10 years post-opening, repayment in whole or part is mandated.
