Hamamatsu City Night-Time Economy Promotion Subsidy
Summary
The Hamamatsu City Night-Time Economy Promotion Subsidy is a municipal program administered by the Tourism & City Promotion Section (Overseas Strategy Group) of Hamamatsu City, Shizuoka Prefecture. It supports the creation of night-time content — programmes and events held in the evening — that can attract domestic and inbound visitors, thereby promoting Hamamatsu's tourism economy. Eligible recipients include corporations with offices in the city, tourism associations, chambers of commerce, and groups of three or more persons of whom the majority are city residents. The grant ceiling is JPY 1,000,000 with a subsidy rate of 1/2 of eligible expenses. Eligible recipients are: (1) corporations with offices or business premises located within Hamamatsu City; or (2) groups of three or more persons in which Hamamatsu-resident members constitute the majority (including tourism associations, chambers of commerce, and civic groups). Recipients must satisfy tax compliance and other prerequisites. To qualify, the project must: (a) be a night-time content offering held within the city that can demonstrably attract tourism, (b) be either a new initiative or an upgraded existing initiative, (c) not have received another subsidy from the city, (d) not be co-hosted by the city, (e) be held either for a cumulative 7+ days or for two-or-more separate events between the grant decision and the end of February of the following year, (f) have continuation prospects for subsequent fiscal years, and (g) target tourists (including international visitors). Eligible expenses include honoraria (capped at 1/2 of the grant amount), travel, printing and binding, publicity and advertising, communication and transport, outsourcing fees, usage and lease fees, and supplies. The subsidy rate is up to 1/2 of eligible expenses, capped at JPY 1,000,000. The applicable rules are detailed in the Hamamatsu City Night-Time Economy Promotion Subsidy Grant Guidelines (kohu-yokou), which must be consulted before applying. Applications must be submitted by mail (received by the deadline) or in person to Hamamatsu City's Tourism & City Promotion Section by 17 June 2026 (Wednesday). Required documents include the subsidy grant application form, project plan, project proposal, and supporting materials. Forms are also prescribed for project modifications, cancellation, and completion reporting.
