Summary

(1) Overview: The Tokyo Metropolitan Government Bureau of Industrial and Labor Affairs subsidizes operators that offer nature-experience tourism programs accessible to persons with disabilities, the elderly and other visitors, by covering part of the cost of equipment, modifications and facility improvements needed for accessible programs. The aim is to promote accessible tourism and remove barriers to outdoor experiences across Tokyo. (2) Eligible applicants: Two categories qualify — (i) Tokyo-based operators that provide nature-experience tourism programs, and (ii) Tokyo-based tourism associations that lend such equipment free of charge to qualifying operators. The base of operations and the program site must both be within Tokyo. (3) Eligible expenses: Costs grouped into three buckets — (1) purchase of accessible equipment (outdoor wheelchairs, amphibious wheelchairs, towing-type wheelchair attachments, access mats for beaches/gravel/lawn, alarm devices using light/vibration/sound, waterproof writing tablets, etc.), (2) modification of owned equipment for disability access (e.g. SUP boards modified for wheelchair users, wheelchair-fixing brackets on vessels, boarding ramps for vessels), and (3) facility improvements such as storage warehouses for the equipment. (4) Subsidy rate / cap / schedule / application: Subsidy rate is up to 4/5 of eligible expenses. The ceiling is JPY 2 million for equipment-only projects and JPY 5 million when facility improvements are included (whichever is lower applies). Project period runs from the grant decision date through 31 March 2027 — all contracts, work, delivery and payment must fall within this window. Applications close on Friday 25 December 2026 (must arrive by that date) and the call closes earlier if the budget is exhausted. Submission is by registered mail to the Tokyo Bureau of Industrial and Labor Affairs Tourism Division or via the national jGrants e-application system; jGrants requires a GBizID Prime account, which takes 2-3 weeks to issue.
