Eligible: generators, external units, V2H, batteries, vehicle power, panels. Four field guidelines: elderly, childcare, livelihood, disability. ②Applicants Operators of social welfare facilities designated by Tokyo Governor or municipal mayors (Annex 1): nursing homes, group homes, nurseries, child welfare, aid, disability support. BCP required by completion. Crime-syndicate orgs excluded. ③Expenses Choose ONE of 8: (1) generator (<¥5M); (2) external unit; (3) V2H; (4) battery; (5) vehicle power; (6) panel; (7) 2+6; (8) 5+6. (2)(4)(5): purchase; others: equip+install (tax-excl). Used in Tokyo. Once per facility. ④Rate & Schedule Rate 3/4 (75%).
