Summary

1) Overview: This emergency-measure subsidy is operated by Ninohe City (Iwate Prefecture) for FY2026 to support the continued operation of city-based freight motor-carrier businesses affected by surging energy prices, thereby helping sustain the local economy. The Commerce, Tourism & Distribution Division administers it under the dedicated FY2026 grant guideline (告示), and decisions are issued via Form No. 3 (grant) or Form No. 4 (non-grant). 2) Eligible applicants: SMEs and individual proprietors that, as of the application date, hold all permissions, authorizations or notifications required to operate freight motor-carrier transport, continuously run such business inside the city, and maintain an office in Ninohe. Applicants who fall under the Ninohe City Anti-Boryokudan Ordinance (member of an organized-crime group) are excluded. 3) Eligible expenses / content: The subsidy is paid per vehicle. Eligible vehicles must, at application time, be currently used for commercial purposes (trucks etc., including light freight vehicles, excluding trailers), have an Iwate-prefecture license-plate region name, have their registered storage location within Ninohe City, and not be covered by similar support from another municipality inside Iwate. The application requires Form No. 1 (application/claim), Form No. 2 (eligible-vehicle list), copies of the Minister of Land, Infrastructure, Transport and Tourism permit/notification, vehicle inspection certificates, bank passbook copy, and certain corporate/individual documents. 4) Rate / ceiling / schedule / application notes: The amount equals 16,000 yen multiplied by the number of eligible vehicles. There is no upper cap, but only one grant per business is allowed. The application deadline is 28 December 2026 (Monday); funding may be exhausted earlier, in which case acceptance ends. As of 19 May 2026 the budget execution rate has exceeded 10%. The required supporting documents differ depending on whether the applicant already received the Iwate prefectural support payment (Jan 29 – Apr 24, 2026).
