Summary

The FY2026 Public Research Institute Utilization Grant is a subsidy program by the Itabashi Industrial Promotion Foundation supporting Itabashi Ward businesses that use public research institutions for equipment use, contracted testing, inspections, and on-site technical support to solve technical or product development challenges and pursue technological innovation. The goal is to accelerate technology development and product development, thereby promoting industries within the ward. Eligible applicants are: (1) SMEs with headquarters or business locations within Itabashi Ward that have operated for at least one year, or (2) groups with two-thirds or more of members meeting requirement (1). Additionally, applicants must not fall under exclusions (3)-(12): receiving overlapping subsidies for the same expenses from the Foundation, national/local government, or other public organizations; corporate residence tax or corporate enterprise tax delinquency (residence tax/individual enterprise tax for sole proprietors); sole proprietors without statutory business filings; organized crime affiliates per the Tokyo Itabashi Ward Anti-Organized Crime Ordinance; adult entertainment, gambling, and similar businesses; chain sales, negative option, hypnosis or psychic sales; businesses with uncertain continuity due to civil rehabilitation or corporate reorganization filings; applicants unable to submit all required documents; deemed-large enterprises (where a single large enterprise holds 1/2+ of shares, multiple hold 2/3+, or officers comprise 1/2+ of the board); and others deemed inappropriate by the chairman. Eligible expenses are those incurred for equipment use, contracted testing, etc., at the following institutions for the purpose of solving technology/product development challenges: (1) Universities or technical colleges under Article 1 of the School Education Act; (2) Support institutions, research institutions, or independent administrative agencies established by the national or local government with R&D as their primary mission; (3) Domestic operators registered and accredited by recognized test laboratory accreditation bodies (National Institute of Technology and Evaluation Accreditation Center, Japan Accreditation Board, Japan Chemical Laboratory Accreditation, and Electromagnetic Environment Test Laboratory Accreditation Center); and (4) Other institutions recognized by the chairman. The subsidy rate is up to 2/3 of approved eligible expenses, with a maximum amount of 100,000 yen and approximately 5 expected awards (subject to budget). The eligible period runs from April 1, 2026 (Wed) to March 12, 2027 (Fri). Procedures (1)-(3) must be completed within the eligible period. Required documents: (1) Grant Application Form (including Attachments 1 and 2); (2) Documentation confirming payment of eligible expenses (copies acceptable); (3) Documentation confirming payment of the previous year's corporate residence tax/individual residence tax and corporate enterprise tax/individual enterprise tax (not required if tax-exempt; copies acceptable). Due to limited award slots, advance contact is required. Award notifications are sent in writing. After amount determination, payment is wired to the designated account upon billing receipt. Grants may be revoked or refunded for fraudulent claims, regulation violations, or other inappropriate use.
