Summary

1) Overview: This subsidy is granted by the Industrial Waste Management Foundation as an indirect subsidy under the Ministry of the Environment's CO2 Emission Suppression Subsidy (Regional Symbiotic Waste Power Generation Promotion Project, specifically the project for promoting CO2 reduction through high-efficiency replacement of PCB-contaminated transformers). It aims to simultaneously achieve early disposal of PCB waste (reducing environmental contamination risk in disasters), greenhouse gas emission reduction through energy efficiency, and prevention of capital outflow from regions, contributing to a decarbonized society and regional circular symbiosis. 2) Eligible Applicants: Private companies; general/public interest incorporated associations and foundations; legally established corporations; sole proprietors or individuals; other entities approved by the Minister and recognized by the Foundation; and private operators introducing high-efficiency transformers by lease to the above. When two or more operators jointly implement the project, a representative operator must be designated. Applicants must not fall under the organized-crime exclusion clauses. 3) Eligible Expenses and Content: Three project types — (i) PCB analysis survey of transformers, (ii) replacement of PCB-contaminated transformers with high-efficiency transformers, (iii) combined survey-and-replacement. Eligible expenses include construction costs (main work, incidental work, machinery & equipment, surveying & testing), equipment costs, operating costs, and administrative costs approved by the Foundation. Replacement transformers must meet an energy-saving standard achievement rate of 105% or higher. PCB waste must be properly treated under contract with a licensed low-concentration PCB waste handler. 4) Subsidy Rate, Cap, Schedule and Application Points: Subsidy rate — survey 1/10 of eligible expenses; replacement 1/3 (cap: JPY 1,000,000 per transformer); combined: 1/10 for survey + 1/3 for replacement (cap: JPY 1,000,000 per transformer). Project period is single-year, with the completion report due by 29 January 2027 (Fri). Application window: 11 May 2026 (Mon) to 18 December 2026 (Fri) 15:00. Submission is in principle via jGrants (gBizID Prime required); postal submission allowed in exceptional cases. Note the obligation to submit annual CO2-reduction reports for three years after completion, and the prohibition on disposing of acquired property within the statutory useful-life period without Foundation approval.
