FY2026 CO2 Emission Reduction Subsidy (Community-Coexisting Waste-to-Energy Promotion Project — Regional Energy Creation Utilizing Local Waste)
Summary
① Overview: This subsidy is administered by the Japan Waste Research Foundation (a public-interest incorporated foundation) using funds granted by the Ministry of the Environment. It supports two types of capital investment at waste-treatment facilities: (i) high-efficiency waste-heat recovery (Waste High-Efficiency Heat Recovery Project) and (ii) waste-derived-fuel production (solid-fuel/oil/methane/RPF conversion). Recipients must conclude a disaster-waste-acceptance agreement with the local municipality, contributing to regional resilience and the recycling-based community model. ② Eligibility: Applicants must be operators of general-waste or industrial-waste processing businesses (or leasing companies that lease equipment to such operators), and must fall into one of: (a) private companies, (b) general/public-interest incorporated associations or foundations, or (c) other entities approved by the Minister. Acquisition of facility-installation permits under Articles 8 or 15 of the Waste Management Act, a constructed disaster-waste acceptance framework, and a sworn declaration excluding organized-crime affiliations are mandatory. ③ Eligible expenses & contents: Construction costs (main works, ancillary works, machinery, surveying & testing), equipment costs, operations (design) costs, administrative costs, and other expenses approved by the Foundation. Applicants must submit system diagrams, heat-recovery / energy-recovery rate calculation evidence, financing plans, company profile, registration certificate, articles of incorporation, and multiple sworn statements. Civil-engineering foundation works and superstructures are excluded. ④ Subsidy rate, ceiling, schedule & key points: The subsidy rate is one-third (1/3). Maximum: (i) Heat-recovery project — JPY 150 million (up to JPY 300 million for ≥2 MW; JPY 500 million for ≥5 MW). (ii) Fuel-production project — JPY 100 million (JPY 150 million for advanced equipment). Public-offering period: 11:00 28-Apr-2026 to 13:00 10-Jun-2026. Project period: from grant-decision date through end-Feb-2027 (single fiscal year; multi-year accepted). Applications via jGrants (GビズID required). Projects exceeding the cost-effectiveness caps (JPY 65,000/t-CO2 for heat recovery; JPY 5,600/t-CO2 for fuel production) are rejected.
