FY2025 Hiratsuka City Subsidy for Rising Food Material Costs at Disability Welfare Service Facilities
Summary
1) Overview: Hiratsuka City, using the national Regional Revitalization Temporary Grant for Priority Support Against Price Hikes, provides a one-time subsidy to cover part of the food-material purchase costs of operators running disability welfare service facilities, with the aim of supporting business continuity and ensuring stable meal provision to users while curbing price pass-through to users. Each facility may apply only once and grants are awarded on a first-come, first-served basis within budget. 2) Eligible recipients: Operators of facilities located in Hiratsuka City that, as of 31 March 2026, hold the designation or authorization of the Kanagawa Prefectural Governor under the Child Welfare Act, Long-Term Care Insurance Act, or the Comprehensive Support Act for Persons with Disabilities, and that fall under one of: (i) residential support for persons with disabilities, (ii) group home / cohabitation support, or (iii) institutions for disabled children. Applicants must have no municipal tax arrears and must not be organized-crime-related entities under the Hiratsuka Anti-Organized Crime Ordinance. 3) Eligible expenses & deliverables: Costs of food-material purchases at the eligible facility during the eligibility period — 1 April 2025 to 31 March 2026 (or from the meal-service start date if begun on or after 2 April 2025). Required documents are Form 1 (Application), Form 2 (Affidavit), documentation of the user count as of 31 March 2026 (resident roster, room assignment chart, etc.), and the prescribed Payment Transfer Request Form. 4) Rate, ceiling, schedule, application points: The subsidy is calculated as JPY 23,000 per user × number of users on 31 March 2026 × months of meal-service provision through March 2026 ÷ 12 (rounded down to the nearest JPY 10). Example: a facility that began meal service on 1 September 2025 with 10 users on 31 March 2026 receives 23,000 × 10 × 7 ÷ 12 = JPY 134,160. Submission window: 1 April 2026 (Wed) – 30 June 2026 (Tue); extension to 31 July 2026 possible with mayor's approval. Apply per facility (not per legal entity) by mail or in person to the Hiratsuka City Hall Disability Welfare Division.
